Launch Photos app when finished to see iCloud Photos syncing in progress, once complete all iCloud Photos will appear in the Photos app on Mac (and other devices it’s enabled on too) That’s all there is to it, iCloud Photos is now enabled on the Mac. In addition to not uploading photos to iCloud, there have plenty of photos that have not downloaded to the library on the Mac. I can see them on iCloud.com and on my iPhone. I've tried all the things proposed here - restart multiple times, disable/reenable iCloud Photo Library, energy saver settings, sign out of iCloud, update system in Mac App. The Mac is still the best device for serious photo editing, so you need some serious photo editing apps to make an impact. The built-in Photos app on Mac offers several useful photo editing tools. You can crop, adjust lighting and color, set the white balance, add filters, remove unwanted blemishes, and a few more things. Organize your collection into albums, or keep your photos organized automatically with smart albums. Perfect your images with intuitive built-in editing tools, or use your favorite photos apps. And with iCloud Photos, you can keep all your photos and videos stored in iCloud and up to date on your Mac, Apple TV, iPhone, iPad, and even your PC.
I have turned on the iCloud service in my Mac's Photos preferences, as well as iCloud Photo Sharing (Photo Stream is off). I can see all my photos in the Photos app, and am using a System Library that is on the system disk (not an external or network drive). Locally, everything looks great.

I noticed in the iCloud preference tab in Photos that Photos was uploading my 36GB photo library up to iCloud. I have 1TB of free storage there, so plenty of room for photos. I waited a day. Two. Outlast free download pc full version. A week. I headed over to iCloud.com, logged in, checked for photos, and saw nothing. No photos at all.
I created a smart album in my local Photos library set to show photos NOT uploaded to iCloud. It's empty. So the computer THINKS it's uploaded everything. But there's nothing online.

I have enabled iCloud photos on one of my iOS devices. The iOS device is logged into iCLoud using the same Apple ID as my main computer, too. No images are there, either.
This seems lIke an issue with iCloud. All my Mac's Photos.app settings seem to be set to allow iCloud uploading, and the Photos.app seems to think all my images are up in iCloud. But there aren't any there that are visible either via my browser or via my iOS device.
Any advice?
